OK!
I did some further research and was able to answer my own question!
Those are NOT license plate lights that I was questioning (either side of the license plate).
They are the Optional back-up lights offered for those years.
The license plate light is immediately under the plate.

Hello,
I'm attempting to ID this photo of my late father's car, which I believe to be a 1953 or 1954 ... not sure what model. What is throwing me off are the license plate lights ... which I do not see in any photos of these years.
Any ideas?  Thank you so much!
