FUSE BOX

I have a 1995 Plymouth Voyager.

Can anyone tell me where the fuse box is?? I think it's under the dashboard, under the steering wheel. True?? How do I open it?? Does anyone know which fuse is for the horn?? Also, does anyone know if the horn and the cigarette lighter are on the same fuse?? Both stopped working suddenly.

PS.... I just bought this car and there's no manual.
