34 Spare Tire Cover

This question is in regard to the rear mount metal spare tire cover for the 34 PE.  Does anyone know how the stainless steel moulding is held together?  The parts book lists a rivet and washer, but I have never seen these parts.  Any description or picture would be helpful.
