When I recently installed new welting, I notched it at the bolt hole. You would have to cut such large holes to allow for adjustment that it complicates the procedure. You have to notch for sharp turns anyway. I had all bolts started but with a lot of slack. Then started fitting at no end and tightning just enough to hold in place as I proceeded to the other end. You will find that the welting will shift laterally as you fine fit to the fender.

What is the best method to install new fender welt on a conplete restoration? Should I notch the welt at the bolts or drill holes in the welt at each bolt? How should I install welt without crimping or mis-aligning?
