I recently worked on a carter BB1 from a 30 Dodge and found the float, needle and seat were the same as the later Ball&Ball downdraft which uses kit 101A

Just wondering if anyone makes a rebuild kit for these old carbs and if so where can I buy one besides eBay.?

Not cheap, but these people list kits for the early Plymouths:

The Carburetor Shop
204 East 15th Street
Eldon, MO 65026
Telephone: +1.573.392.7378
Fax: +1.573.392.7176
email:
web: http://www.thecarburetorshop.com/

See page http://www.thecarburetorshop.com/Kplymouth.htm

I have never dealt with them so I don't know how good (or bad) they are.

You might want to contact the Antique Auto Parts Cellar. They have fuel system stuff for the 6 cylinder years and might have some for the earlier 4 cylinder:
