New Jersey Left Turn

I've seen clear running board lights on more expensive cars that lit up when the door was opened, but nothing in two colors that acted as running lights.  I'd guess its an after market accessory.

Is there such a thing as a New Jersey running board light? Were they used on all cars?
A friend in South Dakota has a 1928 Chrysler with these small Jeweled Lights on his running boards;
1 running board light is Green and the other side of the car is Red... looks like small crowns with jeweled lights on top...
