Can the 1928-29 wood spoke hubs be swapped out of the 30 wire wheels?

I picked up what is definitely not a Ford, Chevy BOP based on the hydraulic brakes. I have been told it's 28-30 vintage based on the wood spoke wheels. The only casting numbers I can find is on the front axle rear leaf spring frame bracket. There is indented numbers and letters. F 9 3 or 8 1 C. The number 4 is below and on the right a C half over C .

I know it's not much to go on... But anything could help.
