Not sure on the '38 but on the earlier models the pedal seals are attached to the pedal arm. When the pedal is up they press against the bottom of the floor board.

Does anyone have a pictiure of how the floor board pedal seals install for a 38 Plymouth? Which way is up and what holds them in place to the floorboard?
