I think the owner doesn't want to mechanically disable the car (so it will roll).  Any trim parts mostly.

I purchased an old Desoto last month.  The guy also has a 1941 Plymouth Deluxe with some decent chrome, front fenders, etc. It is in Southern Illinois.  Can supply photos if anyone is interested.
