Actually, I found on my wheels small barbs or little raised catches on each side of the valve stem - the full wheel cover had sharp cut-outs that had gotten flattened - I re-expanded them with a screwdriver and they now don't creep.

MOst auto parts stores sell 2 piece metal valve stems that will keep your caps from creeping as they are metal.  the outer part screws into the inner.

Does anyone know where I can get stainless valve stem covers that keep the hubcaps from creeping ?
