Many cars used oil bath air filters from the late 30s until the advent of paper filters in the 60s.  The oil traps dirt which is catapulted out of the air stream when it reverses direction. These are very effective filters and the instructions for cleaning are printed on a decal affixed to the housing.  If this is gone, simply wash the unit out with varsol and refill the oil to the level indicated. Sae 50 is recommended but 30 would work all right.
