This appears to be for a P-15 (1946, 47, 48, early 49), and probably for the Special De Luxe.

Matches a picture in Don Narus's book "Steering Wheels and Dashboards 1939-1949" showing a 46-48 Plymouth Special Deluxe.

If you want to get rid of it let me know.
