Title: '56 Plymouth -- what is this part?

I am restoring a '56 Plymouth but someone else rebuilt the engine and re-wired the engine compartment and the wiring for the front lights. Also, the heating unit and heater control valve in the engine compartment were removed, and have not been re-installed; there are no heater hoses in the engine compartment, just a shunt near the water pump.

The restorer doesn't remember the purpose of the left over part shown in the attached picture. What is it, and where does it go? thanks Dick Friedman;

Do you have any idea as to where it goes, or what it does?   I do have a 1955 & 1956 Plymouth Service Manual, so if you can give me some idea/s as to where this part came from, I can try and search through the manual to find it.  Let me know, and I'll take a look.   :)
